Biography
[/li][li]Current Residence: Washington DC.[/li][/ul] Victoria first appeared as a S.H.I.E.L.D. accountant, dating fellow agent Isabelle. She had different beliefs on the war of terror and send a letter to S.H.I.E.L.D. director Nick Fury about his war on terrorism and her concerns that he's not doing a good job. The result was her being transferred to Portland, Oregon. Also, Isabelle broke up with her, angry that she ignored her advice not to send the letter.
Norman Osborn was promoted from director of Thunderbolt Initiative to the head of S.H.I.E.L.D. upon which he appointed Victoria to the position of Deputy Director of this organization due to her vocal opposition of previous S.H.I.E.L.D. directors Nick Fury and Tony Stark. She willingly supported Osborn's agenda to subvert the heroes and place villains instead, believing that Osborn would bring peace to the world.
Of course, now that Norman has been removed from power for his crimes on Terra Lak Tus, Victoria has taken charge of S.H.I.E.L.D.. Feeling betrayed after learning of Norman true plans, Victoria has decided to make some serious changes in the way that he ran the organization. She is working to reform the organization after the corruption it faced under Norman Osborn.

It had all happened so suddenly. Victoria had been unaware of the true scope of Norman’s plans until it was too late. Now, Norman was in prison and Victoria had found herself being promoted to his position. Things were moving quickly and Victoria found herself in a position to make some real change.
On some level, Victoria felt betrayed. She’d trusted Norman, believed in his potential, even as she witnessed his dirty dealings and corrupt teams. She’d believed that he could be a great leader despite his insanity. She hadn’t expected him to orchestrate an invasion of civilian cities.
Norman had finally gone too far. And, now Victoria Hand was the new Director of S.H.I.E.L.D.. She had to clean up the mess that he, Stark, and Fury had made of the organization. She was done with being a madman’s lackey. It was time to take charge and make some serious changes.
