Okay. He's the timeline I've got so far.
1. S.H.I.E.L.D Head Quarters (Norman is informed of an incident with Dr. Manhattan and Superman. He does not take the news well.)
2. New Recruits (The Green Lantern has returned to Earth. Norman starts stalking him in an attempt to steal his power ring. He successfully surprises Green Lantern and even kills him, but soon discovers that he is unable to wield the power of the power ring.)
3. A Proposition (Norman meets with Two Face in Washington. He agrees to loan Two Face his Goblin equipment and recruits him for the Thunderbolts)
4. Dealing With a Maniac (Norman meets with the Joker. He arranges for his release and recruits him into the Thunderbolts, promising to let him have the Iron Patriot costume.)
5. Getting Down With the Thugs (Sometime after his meeting with the Joker, Norman intervenes when Revan attacks Arkham Asylum and breaks out prisoner. He forms an unsteady alliance with Revan.)
6. Business Between Tyrants (Norman sets up a business meeting with Lex Luthor. He asks him to mass produce a satelite weapon for combating alien ships. He also purchases a spacecraft off of him. He then offers to give Lex the cure to cancer in exchange for whatever Norman should require. After a long battle of words, Norman convinces Lex to agree to his terms)
7. Meet Your New Cabal (Norman is summoned by Loki to try and form a new Cabal. The meeting falls apart when Norman points out that the assorted members do not wish to be Loki's henchmen and the group is promptly disbanded before it can even start. Norman then approaches Mary Marvel to see about recruiting her as the field leader of his Thunderbolts team.)
8. Imprisonment (Learning that his former Thunderbolt's ally, Moonstone, is imprisoned in Doom's Castle, Norman heads to Latveria and makes a deal with Dr. Doom. After trading him for samples of his Goblin Formula, Norman releases Moonstone and rehires her as a second field leader for the Thunderbolts)
9. Aboard the Leviathan (With the use of Alliance ships, Norman leads SHIELD to assault Darth Revan's base. Revan has destroyed Fawcett City and Osborn has come to free the hostages. He also sees Mary Marvel on the ship and starts manipulating her into rejoining his side. It's uncertain what happened next, but Mary Marvel does rejoin the Thunderbolts.)
10. A New Opening (After learning that Two-Face has gone off the grid and abandoned the Thunderbolts, Norman arrives for a meeting with Ziva. She has met with him to search for a job. Norman decides to hire her as the pilot of the ship he got from Luthor.)
11. Meet the OIA (Norman attends a press conference concerning the newest division of the American special forces. The meeting is interrupted by the Scarecrow, who douses Norman in fear gas. The fear gas causes Norman to break down and revert to his uncontrollable Green Goblin persona. The Goblin teams up with Venom and battles Spider-Man. In the end, he is defeated and is taken to the hospital where he is medicated and reverts back to being Norman Osborn)
12. A Job Interview (Norman meets with Urdnot Wrex to recruit him for the Thunderbolts. He offers him the job if he can capture Catwoman)
13. Assassination (Adam White, disguised as Wolverine, bombs the White house and kills the vice-president and some senators. Norman dresses in his old Goblin costume and flies off to stop the terrorist. He engages in a fight with him and slowly begins to try and manipulate him in the midst of the battle. He is unable to get to Adam White and the mutant escapes.)
14. Handover (Wrex has brought Catwoman to Washington. Norman offers her a role on his Thunderbolts. After much deliberation, she accepts the position.)
15. U.N. Meeting on Genosha (Norman intervenes in an assissination on Magneto. He takes Alex Mercer into his custody and stays behind to have a conversation with Magneto. He reveals the truth behind Gerald Ford's assassination to Magneto and uses this knowledge to force Magneto into sending Scarecrow and Adam White to join his Thunderbolts. Magneto agrees to make Adam join and Norman heads off to get Scarecrow's consent.)
16. The Most Important Thunderbolt (Norman introduces himself to Cobra Commander. He offers Cobra Commander a chance to take credit for masterminding the attack on Terra Lak Tus.)
17. War "Heroes" (Norman recruits Eddie Blake for the Thunderbolts)
18. Recruiting a God (Norman meets with Hank Henshaw to recruit him for his Thunderbolts. Lured in with the promise of killing Superman, Hank agrees to join and even arranges for White Martians to be stationed throughout Washington to protect Norman.)
19. A New Assignment (Norman meets with Iron Man. He sends Iron Man on a mission to capture Superman, Rorschach, Nite Owl, and Captain America)
20. The Fallen (Iron Man has captured Rorschach. He takes Rorschach into SHIELD custody where Norman locks Rorschach up in a prisoner cell for questioning. The interrogation quickly turns violent and Norman offers Rorschach a chance to be released if he kills Iron Man. He gives Rorschach a gadget capable of disabling Tony Stark's armor before leaving)
21. Captured (Superman has also been captured by Iron Man. He is locked in a prison cell and baked in Red Sun radiation to leave him powerless. As such, Norman enters to interrogate Superman as well. The interrogation quickly goes sour as Superman starts comparing Norman to Lex Luthor. This offends Norman and he starts threatening to go after Lois Lane and the rest of Metropolis. He leaves Superman, planning to let Hank Henshaw execute him after the Thunderbolts mission, and asks Victoria Hand to find out more information on Lois Lane.)
22. Picking up the Pieces (Norman is betrayed by Iron Man, who has teamed up with Captain America and gathered an army of Iron Man suits to attack SHIELD and free Superman and Rorschach.)
23. Meeting With Old Friends (Norman arranges a meeting between himself, Daken, and Venom. He gets them to agree to join his Thunderbolts team.)
24. A Late Addition (Norman heads to a sleazy bar on the planet, Nar Shadaa. A meeting has been set up for him by Darth Sidious, who wishes to have Darth Maul join his Thunderbolts. Darth Maul agrees.)
25. Arch-Enemies (Geared up as the Iron Patriot, Norman tracks down Spider-Man and starts a fight against his oldest enemy. After a long fight, Spidey manages to pull a fluke win and knock Norman into an electric generator, knocking him unconsciousness. Spider-Man is able to steal a computer chip from Norman's helmet, implicating him in certain crimes)
26. Facility 14 (An Oscorp facility containing Alex Mercer and information on many illegal experiments is destroyed. Norman gets a call informing him of this and heads off to deal with the mess.)
27. The Cure (Aaron "Red" Newberg heads to Washington with a Cancer cure that Lex Luthor gave him. This is ironically the very cure that Norman gave Lex. Norman intercepts Red and begins questioning him about this cure and trying to get his hands on it. He soon gets Red to hand it over and, in order to ensure that the Cure stays in his hands, he immediately summons men to apprehend Red for Bioterrorism.)
28. Reclaiming the X-Mansion (While searching the abandoned X-Mansion, SHIELD has come upon the entrance to Cerebra. Norman decides to personally oversee the extraction of Cerebra, unaware of a planned resistance by Cyclops and other X-Men)
29. Thunder Struck (It is finally time for Norman's Thunderbolts to attack Terra Lak Tus. Employing Cobra Commander to send a message to the planet, Norman is able to manipulate the Jedis, the Systems Alliance, and the Superheroes into forming a resistance against an upcoming Cobra invasion. As the Alliance is destracted, Norman has a squad of Thunderbolts infiltrate the Alliance HQ in order to steal info.)
